Dr. Andrew Blick of King's College London, Director of History & Policy, has co-written with Richard Gordon QC a paper entitled 'Using the Prerogative for Major Constitutional Change: The United Kingdom Constitution and Article 50 of the Treaty on European Union'. It considers from an historical and legal perspective the constitutional appropriateness of using the Royal Prerogative to initiate the process whereby the UK will leave the EU, without statutory authority or express approval from Parliament.

Dr. Blick said: 'The UK currently faces a decision of unsurpassed magnitude. It will have consequences not only for its external orientation, but its internal constitutional arrangements. It is vital that an historic context is established to inform policy makers, something that H&P has been determined to do, through our publications and other interventions.'

The paper is available here: http://www.consoc.org.uk/wp-content/uploads/2016/07/Royal-Prerogative-paper-Andrew-Blick-Richard-Gordon-PDF.pdf
